Abstract
This research work structure has been defined by a theoretical part, in
which the history and the necessary steps for an NGO creation are included,
combined with a second practical, which consists of carrying out this project.
The objective of the created institution called UPE is to achieve the NU second
goal that is related to the establishment of the primary universal education, in
this case in Ethiopia. To fulfill this, a whole of activities and values has been
established, which has made possible this dream. Taking into account this
action difficulty, throughout this work the possibility of creating an NGO under
the conditions of being a minor and with the minimum economic resources has
been confirmed.
